Board Members' Register of Interests
It is a long established principle that public sector bodies, which includes the NHS, must be impartial and honest in the conduct of their business, and that their employees should remain beyond suspicion. There are three public service values which underpin the work of the health service, and are set out in Standards of Conduct, Accountability and Openness:
Conduct: There should be an absolute standard of honesty and integrity which should be the hallmark of all personal conduct in decisions affecting patients, employees/independent contractors and suppliers, including the use of information acquired in the course of NHSScotland duties and in dealing with the assets of NHS Scotland.
Accountability: Everything done by those who work in NHSScotland must be able to stand the test of parliamentary and public scrutiny, including judgements on propriety and professional codes of conduct.
Openness: NHSScotland should be open about its activities and plans in order to promote confidence between the NHS Boards or other health organisations and their employees/independent contractors, patients and the public.
Under the Code of Conduct which Board Members sign up to, they are required to register any private interests on appointment, and to have them formally recorded in the Board Minutes. All such interests are also entered into a Register, which is available at Board Headquarters, for public inspection.
Interests are registerable under six categories as follows:
- Category 1: Remuneration
- Category 2: Related Undertakings
- Category 3: Contracts
- Category 4: Houses, Land and Buildings
- Category 5: Shares and Securities
- Category 6: Non-Financial Interests
